A person who hunts birds. Hunting birds may be done by bait, lure, or snare for food or sport. Biblical usage sees it as a metaphor for danger (Prov 6:5; Ps 91:3; Ps 124:7), even from fellow humans (Jer 5:26).

Prov 6:5

5save yourself like a gazelle from the hunter,
like a bird from the hand of the fowler.

Ps 91:3

3For he will deliver you from the snare of the fowler
and from the deadly pestilence;

Ps 124:7

7We have escaped like a bird
from the snare of the fowlers;
the snare is broken,
and we have escaped.

Jer 5:26

26For scoundrels are found among my people;
they take over the goods of others.
Like fowlers they set a trap;
they catch human beings.
